iMac Intel 21.5" EMC 2389 how to install mac os after replacing hdd?

On imac emc 2389 2010 worked hdd (completely). Replaced with ssd. How to install mac os now?
There is no macbook or other imac and no Apple keyboard.
I burn the .dmg image of macOS 10.13.6 High Sierra and Leo HD 10.5.8 through the TransMac utility from under windows.
Imac does not see these flash drives. If you write a live cd to the same flash drive (for example, from an archer), then imac detects it and loads successfully.

First you need to install only the version of the OS with which imac was released from the factory and only then gradually upgrade to the current version

Any USB keyboard will work for you. Internet access required. As already written above Command + R (Win + R) and select installation from the network. High Sierra installs without problems. Tested on A1311 mid 2010.
