IIS 7.5 many to one how to make a fault-tolerant system?

There is IIS 7.5 with SSL and client authorization by certificates (many to one certificate mapping). Interested in possibly synchronizing the server configuration (essentially metabase and keys) with another server that will act as a backup (in case of failure of the first one). Is it possible to do this or is there any other option to make such a configuration work fault-tolerantly?
