If you connect the PSU to a hard drive and do not connect SATA, should the drive start spinning or not?

If you connect only the power cable from the PSU to the hard drive, and do not connect SATA. And then turn on the computer. Should the disk be spinning or not? And if there are clicks inside, instead of rotation, does this mean the disk is faulty?
