If the tool for creating a design system is online?

I want to fill the library of css components online. Need a tool to categorize and render elements with the ability to copy css/html. It would be nice if elements could have attributes.
For example: the "Buttons" category, where possible buttons, their parameters, etc. are laid out.
Implementation examples: Bootstrap website , Alfa Bank .
Preferably not on React, so that a person who is not very immersed in development can figure it out.

Now there is already a bunch of this, it is already a de facto standard in many large companies.
Have a look at these tools (especially the first one, it's very well developed now and integrates with many services):

And it makes absolutely no sense to take something handicraft and little-known.
