If the package is a local VCS repository - what do they mean?

When specifying "type": "path" in the list of repositories, they say that if it is a link/path to a local repository, then the composer will take the version from its tags.

My packages are arranged in folders locally and everything is under the control of GIT and have tags, but the version composer does not see point-blank until it is written in json - but he promised to find it himself. Why can't he see her?

The problem may be in the encoding or in the BOM.
It's most likely the BOM.
