If I have a dynamic IP, does a certain site “perceive” me for different people every time I change the IP?

Hello. That's what interests. Let's say I have a dynamic IP, i.e. is changing. And if I go to a certain site from my computer, every time I change, will they be able to understand on the other side that it is 1 and the same person coming in, or will they be perceived as different? Thanks for the answer.

For one. Rare sites distinguish the user by IP, they mainly use cookies for identification.

Certainly. Ip is just one of many ways (and the most unreliable) to determine the user.
