Hello. That's what interests. Let's say I have a dynamic IP, i.e. is changing. And if I go to a certain site from my computer, every time I change, will they be able to understand on the other side that it is 1 and the same person coming in, or will they be perceived as different? For one. Rare sites distinguish the user by IP, they mainly use cookies for identification.

Certainly. Ip is just one of many ways (and the most unreliable) to determine the user.
