Identification by phone number for messengers?

Hello. Now all messengers are required to identify their users by phone number. And anonymous chats are prohibited, as written in the law.

If you try to search for "anonymous chat" in a search engine, some chats do not require registration at all. Are these chats not as popular as telegram or other messengers and therefore they are not looked at?

I want to make a chat for a narrow topic, gain experience in chat development and have someone use it. And at the same time not to face fines, etc.

Dude, a long time ago there were already "disposable numbers" specifically for registering on such sites - almost everywhere - from gmyl to vkontakte. They are usually paid. Therefore, even using an American number does not at all guarantee that I live in the USA :)
And besides, how can you be so sure that this chat is not hosted by those who enforce laws? :)
