IDE + normal Lisp compiler for Windows?

Recommend something. I tried WorkLisp - but it does not compile into normal binaries, but into some kind of its own bytecode.

Of the free implementations of Common Lisp, SBCL is by far the best in my opinion . sb-ext:save-lisp-and-die is used to create an executable file.
You can also look towards Clozure CL .
In terms of IDE - currently without options - Emacs + SLIME.
