ICloud gobbled up 2GB, how to delete all data on icloud?

Good afternoon! The situation is that after spinning the ios 8 beta, I decided to roll back to 7.1, at 8 I first turned on the iCloud Photo library, saw that the place was going nowhere and turned it off. Now, out of 5GB, I have only 3 free, of which my backup takes about 2.3, including photos. Explicit mention of how to see where this iCloud Photo library was not found, deleting backup and documents now does not free iCloud. Is there a way to completely clear all storage?

Most likely this is a backup copy of the phone itself and all sorts of photos. I was able to clean in a similar situation through the iCloud for PC app. Vault view deletes backups and that's it.
