I want to get a second degree in IT, which direction to choose?

Colleagues, good afternoon!
I am 31 years old with a higher medical education. Now I work as a front-end developer (js/react), sometimes I play around with Node.
In general, I now understand that a specialized tower is not needed to work as a programmer. You can actively learn, work and get skills that are in demand on the market. The main thing is to have straight arms. But in order to finally deploy in the field, I’m thinking of getting a second higher education - my thoughts are:
- We live in Russia and I won’t be surprised that they will make a requirement for specialized education (This is Russia =))))
- Get at least some academic technical base (algorithms, data structures, information systems design, some mathematics)
- Relocation to the USA.
- Perhaps in the distant future "manage" it projects.

Well, that is, the “Wishlist” of a diploma is such 70% for employers, 30% for obtaining a base.
I want to work and study at the same time. Specialty 09.03.03 Applied Informatics.
How appropriate is this solution? For relocation of norms? Please write any thoughts on this

There are no prerequisites for this at all. At least at the legal level. Even more so at the employer level.

No. Most American employers do not even look at the candidate until he has arrived in the US. And even more so for a diploma from a non-American university.
It is much more profitable to put these ~5 years into work experience - just get a job somewhere and grow like a professional, learning English along the way and participating in the lottery.
At the same time, during this time, accumulate capital for flights and rental housing.
The "knowledge" that is taught at the university will not be useful to you in the work of a front-end developer.

Higher medical want to go down the drain? If I had a higher medical degree, I would row money with a shovel, and not do programming. Programming is, in fact, a service, maintenance, while a doctor is a god in Russia. I have a friend of the same age - a dentist has already built a 3-story palace for herself on 20 acres and bought an apartment in the center of Moscow to stay there when she goes to parties.
