IMHO in any high school on a specialty like "software" there will be a course html/js/php. It’s not worth it just to enter a university for the sake of these things - they teach something else there, in particular, more basic things, such as algorithmization.
You need to be prepared for the fact that at the university (this is of course a purely personal opinion and there are different curricula), in addition to the necessary subjects, there will be a lot of "water". In terms of theory, the university is definitely good. This is for you and high. mat., mat. analysis, algorithms and logic, databases, data structures. From the practical point of view, everything in the university comes down to solving some problems from higher mathematics, etc. He hopes only for term papers or theses, and then, if the choice of their topics is free, or close to real development. And the competence of teachers in this matter will not be unimportant. This plays an important role in the delivery of term papers and dissertations.
My personal opinion, I do not impose it on anyone!)

Now the 6th year (last) of the whole stream of "somewhere around 60 people" are really programmers only 5 people .. I'm one of them ..
Basically those who who scored on the university program, and taught what is really important!
My advice is that the educational institution as such does not play a role, the main thing is your desire and perseverance!)
In St. Petersburg there is the most advanced IT university - ITMO. But if you only need js, then it's better not to go there.
