The absence of a battery does not affect the launch of a workable motherboard.
What fee, percent?
BIOS power is out of the question here. Just the day before yesterday they brought a similar case - it does not turn on. I checked the power button circuit - open. I checked the corresponding wire - it was broken on the soldering of the button output. Outwardly, the place of the break looks like a rotten wire (corrosion). Diagnosis - factory marriage due to the use of active flux during soldering.
Another option is if, when replacing the BIOS power tablet, the connection of this wire to the motherboard was accidentally disconnected, then when it was returned to its place, it could be connected to the wrong place.
By chance, the contacts from the power button itself were not pulled out?
As an option, close the contacts on the board (with a screwdriver, for example) and check the inclusion. Try closing the bios reset contacts.
