I drowned the two most frequently used buttons on the keyboard, you need to transfer them to others, with what?

The up and left buttons are broken, I want to replace them with ctrl + down and ctrl + right combinations, respectively, - with what can I do this in linux, namely in ubuntu with unuty, can this be done using x-server? If it can be done using x-server, then tell me how, if not, how can it be?

You will transfer them now. Then you will get used to it for a long time. Then get used to it. And then you won't be able to work with a normal keyboard. You don't have to do that...

1) How will you use "ctrl + up" if "up" doesn't work for you?
2) How will you use "ctrl + up" if you put an action on "ctrl"? You will also need to hold down "ctrl", but it already performs the function by itself.

Keys don't fail one at a time. 2 adjacent buttons cannot fail - if the tracks on the keyboard are damaged, many more buttons would fail.
And if only 2 really do not work, then you can clean it and they will work.

Xmodmap
Place the .Xmodmap file with the remapping description in your home directory. On my Lenovo T420, I redefined the two buttons above the left and right arrows, making them PgUp and PgDn:

keycode 166 = Prior NoSymbol Prior
keycode 167 = Next NoSymbol Next
