I can't figure out what the author meant. Are "software architecture" and "high-level design" synonymous or not?

I'm reading the book Perfect Code by Steve McConnell. Can't define the boundary between software architecture and software design.
At the beginning of the book, the components of development are written:

Are "software architecture development" and "high-level design" the same thing or completely different things?

Design is the process that results in the design of a system. The level of design is not important, since the upper levels are decomposed into the lower ones. The system architecture is the fundamental decisions about its design. For example SPA or SSR, microservices, monolith or modular system. Moreover, in the design process, a decision can be made to change the architecture. Which by the way follows from the definition of design . In short, the architecture of the system is part of the project, but the choice of architecture will determine the project. And as a result, architecture is part of high-level design.
