I can't create a shortcut, maybe the disk is full of WIN 10, and nothing is created on drive C except for folders, what's the problem?

Problem with lack of permission for this user.
Folder Properties Desktop - Security - Edit - Add - Advanced - Search - Select your account - Confirm - In the properties, select an account and check the Full control box.
