I can’t connect to the database in my IDE, the hosting says that they don’t provide such a service, is this possible?

bought a hosting (10 times regretted of course). I connect in my IDE, enter the correct data, it connects for a very long time, after which it simply issues a timeout. I write to technical support, I say, "what is your host? I enter the localhost, it does not work", to which they answer "we do not provide such a service, use our Phpmyadmin".
Question: how is it possible that their phpmyadmin works in cpanel, but I can’t connect my database in the IDE?

localhost is your computer.
You will not be allowed to connect to them, take VDS

some hosters provide access to the database not from the localhost, it is possible to register the ip from which access is needed, well, or as answered above, vps
