I broke sublime text 3, package control stopped working, how to fix it?

Guys, in short, Package Control hasn’t been working since the morning (it seems like I found info on their twitter that they have a problem, but it’s already too late I already blew everything) in Sublime text 3, without hesitation, I tried to manually install a particularly useless plugin (why did I need this still remains a mystery) due to his stupid donkey perseverance, as a result, he spent the whole day on it instead of work and broke the fuck ...
In the end, what do we have?
1) installed bare sublime text 3, it works well
2) there are no plugins
3) Package Control still doesn’t work and I don’t know how to redownload at least emmet
Please help guys, it’s stupid to wait or there is a working way (I already know that are not working) install plugins without Package Control?
