I accidentally changed the owner of all files in Linux Mint, can I return everything as it was?

accidentally typed the command chown -R akula:akula /*
then with a fool also chown -R root:root /
now it doesn’t enter the root, when loading there is no Internet, no manager, a lot of things are missing, all my changes have gone, binding on the keyboard and a bunch of everything, su does not start like sudo
tell me can I return everything as before or do I need to rearrange the system?

boot into repair mode (in different systems it is called differently - rescue, single-user, etc.).
execute.
rm -rf /
this command will reset all permissions to default values.
if you do not have non-standard configured rights - this is enough.
if there is something non-standard - after working out this command, manually set the rights to individual directories
