HTMLElement is not defined how to fix?

I create a project through create-nuxt-app, select the following elements:
5ccb3014502a5950684964.png
I go to the local host, I see the following
5ccb303dc70d0413191728.png
I did not do any extra actions. Everything according to the instructions. I would like to find the right solution to this problem. I fixed it by removing scrollContainer: [String, HTMLElement], in one of the files. But!
When uploading the application to the Heroku servers, this error again made itself felt. Who faced, how to be?

On github they say that the problem is in element-ui. Fixed in the next version 2.8.3.
