HTC Incredible S not finding Android 4.0.x update over the air?

The girl has an HTC Incredible S bought through eBay from Canada. On board the official version of Android 2.3.x.
For a long time there has already been information that HTC released Android 4.0.x for it in July 2012, there are already many reviews from the updated ones, there are images. But the phone still reports when checking for updates that the latest version is on board and does not seek to be updated.
Don't know why this might be? And are there any updated FOTA in our region (Ukraine)?
PS: It was possible to update from the image, but
1. I wanted to get an update with minimal investment.
2. Much more interesting, why doesn't it come through the air?

usually firmware is released at different times for devices of different regions. I myself have a Nokia n9 of Swedish origin and receive one of the latest updates. so just wait
