Hreflang is configured correctly, why the site can be shown in other countries?

The site is available in English, except for Russian and Ukrainian. Hreflang are set up correctly. UA domain. Below is a screen shot of impressions and clicks for 28 days in India. Is it normal for the site to get so many impressions in Portugal, India, USA, and other countries?
