How would you recommend setting up this block?

Hello.
I have to make up a layout in which for me there is one mysterious moment.
Here are four checkpoints, or whatever it is, connected by one line and each has text.
How to make it so that it would be the most correct?
It seems to me that it is best to do everything with a picture. Text, checkpoints and a line. But I'm almost sure that a decent coder wouldn't do that.
Please tell me how to do that would not be ashamed of a novice coder.

Although I am not an experienced layout designer, I believe that in his place I would not look for extra work for myself. If there is no direct task to make them html + css, then it is quite acceptable to make them in the form of an image (rast or svg) + text on top, and most importantly, quickly, simply and understandably. In general, the appropriateness of this action raises questions.
