How will the magistracy of the Polytechnic University be quoted abroad (Europe, USA, Canada, Australia) after the first legal one?

I have been working in web development for three years already, I want to seriously structure my knowledge and get a crust of a good technical university just in case. What do you think, will the receipt of such a diploma be quoted in the countries of the first world?

in any way, firstly in the west, no one knows Russian universities;
secondly, if you don’t go to get a job for the first time, and secondly, then people don’t look at the diploma, people look at your experience.
That is, a diploma is such a take-off to finding the first job, and not the second, third or tenth.

Rolled or not rolled it fades into the background. The most important thing is that you have the opportunity to confirm your education in Europe. And this can not be done with every educational institution.
I myself live in Germany and often heard about such problems in people. Somewhere there is a website, somewhere I saw it quite recently)) With a check of just the same all universities for the possibility of confirming otherwise in Europe. But for the life of me, I've been looking around and can't find it.

Any diploma is not quoted in any way.
If you want to get a work visa in the USA (H1-B), you formally need a diploma, it is desirable that the specialty indicated in it correlates with the profession for which you want a visa.
In fact, in which university and which diploma - it does not matter. As it has already been correctly noted here, in the countries of the first world they do not know about our universities.
You can leave through education only if you do scientific work, publish in journals, conduct research, etc...
