How, using python, manage incoming calls on android using kivy/plyer/pyjnius?

It is required to create an android application using python (kivy/plyer/pyjnius or other) that can manage incoming calls (reject call or skip). At worst, you can implement address book management (create, delete contacts).
As far as I understand, this can be done on pyjnius using the TelephonyManager Java class, but I only know Java very poorly.
Are there ready-made solutions for this task in python?
