How to write the second command correctly?

I am a beginner, but I quickly began to get used to it, until the moment I began to prescribe secondary commands (besides start).
I am writing according to the guide, everything is as in the picture, but pyCharm does not miss it when it starts, it writes: attributeerror: 'function' object has no attribute 'message_handler'. If you remove the code of the second command, then everything is fine. Or if you put it after bot.polling(), it also skips, but the command itself does not work. I have already read everything, leafed through, 0 answers.
