How to write styles for SVG in an unchanged HTML structure if the icon is replaced by an img tag?

I pull out the svg styles specified for the icon in its settings and add them to the HTML over the link to this icon. Can't recolor icon, add hover effect:

HTML can only be changed via JS, in my case.
