How to write SEO URLs correctly? Do they have to be exclusively in Latin or can they just be written in English? Or maybe a mix? What does it affect?

I would say so. The ideal option is a short url (up to 45 characters) using transliteration. There is no need to translate words into English, not all Russian-speaking audiences know it. This practically does not affect the search results, but the best indicator is for pages where it is written in transliteration. It is possible that this is just a coincidence, there is no clear correlation that can be taken as evidence. Some translate into English and have good positions.
