How to write documentation for subsequent distribution in HTML?

Hello.
If someone bought paid plugins or themes for engines, then they probably saw the Documentation folder there and in this folder there are folders and the index.html file. You launch and there all the help is in a convenient form.
Maybe there are specialized programs for creating this? So I don’t want to type it all up and write code.
