How to write applications for Android and IOS in HTML + JS?

I was told that it is possible to write for Android and IOS using HTML + JS. They advised me this thing ionicframework.com; I downloaded it and unzipped it. It has only three folders, styles, fonts and scripts (css, fonts, js). I don't know what to do with it. What are the environments or anything else for developing for Android and IOS using HTML + JS. Preferably with good Russian documentation, or explain how to work with ionicframework. (Knowledge of JS CSS HTML is)

Well, here's DevExtreme Mobile Framework for creating mobile applications in js + Html5. There are examples of work for individual widgets , there are already ready -made demo applications for example KitchenSink . True , the documentation is in English only, but detailed, with a bunch of examples and an online playground .
