In addition, cross-platform (Android / IOS) is desirable. What to choose for this: Titanium, native SDK (i.e. not cross-platform) or something else?

I recommend only native SDKs, only in this way you will get quality, flexibility, any extension for the future.
Any other frameworks are more of a compromise between quality/speed/budget.
