How to write a technical specification for a website for an Internet service?

I want to create an Internet service related to sports. The team does not have its own developers, so you will have to involve third parties. How to write a technical task? I can describe the essence of the service in the terms of reference, but it is difficult to think over the number of pages, the presence of the necessary elements on them.
Does anyone know if there are examples of technical tasks on the Internet? Or where can you find an assistant or co-founder who is ready to design the interface and develop the site?

There are several options:
1. Hire a developer or, ideally, a UX specialist to help draw up the TOR
2. Go to similar sites and view them in detail, think about what you need and write in the TOR

You need to design an interface. This is the most correct and convenient option for everyone. The prototype of the interface is better than the TK by about an infinity of times. Then this prototype can be given both to the designer and to the developers.
