How to write a small news application for Android?

Good evening everyone!
By choice, I had the task of creating a small news application for Android for a Moscow university.
The application will be more or less simple, of the following plan:

In Java, there is some knowledge, but little, before that I had experience in PHP.
Actually the essence of the question:
There is a site of this university on which news is published, I just need to parse them from the site to the application. On the Internet, I found several parsing guides, as a result of which it turns out to parse only the headlines, but I need to make these headlines clickable with news content.
How can all this be implemented?

To implement all this, you need to learn the language and platform. Or hire a developer.
There is no magic link or tutorial.

It's easier to use RSS for this though. It is not difficult to implement it on the site, if not already.
