How to write a simple program that parses information from a site?

I practically do not know how to code, but then there was a need for a certain program. In order not to ask anyone, I decided to do it myself. But I don't know where to start. I will try to describe the essence of what I need.
The program starts from the desktop.
There is a site on which the number will change frequently (Exchange rates, for example). When the number changes, a sound should play in my program. ALL.
What would you recommend to write on? And where can I quickly smoke online courses / guides to do this?
