How to write a rule for udev to deny everything except the "white list"?

In general, it became necessary to prohibit the connection of any devices ( flash drives, usb modems, left mice and keyboards, etc. )
How can I make a rule for udev so that everything is prohibited by default, and only what is explicitly registered is allowed?

I struggle with this issue myself. either allows everything or blocks everything.
