How to write a mobile version of the site?

There is a corporate website. At work, we decided to make a separate mobile version that works completely independently of the main site - adaptive layout is clearly not an option, because. site is heavy.
How to approach this question, which frameworks/technologies to choose? Does it make sense to pay attention to React or Angular? Or not bother and do it the old fashioned way with JQuery?
To make it clear what we are talking about, we are now considering the Beeline website as a sample: m.beeline.ru/msk/index.wbp

Yes, everything is the same, only in profile. You do layout for low resolution and that's it.

The days of mobile versions of websites are in the first decade of this century. It should be embarrassing to talk about it now.

This is what needs to be fought.
Making a second full-fledged mobile version of the front-end and constantly maintaining it is very labor-intensive and pointless: with the same labor costs, you can simply make an adaptive version.
