How to write a mailing list to Pyrogram users?

I've parsed user IDs from the chat, now I want to make a newsletter, but I don't know how. I tried to do it but the account was given a limit after 20-25 messages. The delay doesn't help either. Help, how to implement it so that it does not give a restriction.
