How to write a local web application in Python?

What can be used to write an application like google keep or laverna in python?
This is essentially, if I understand correctly, a web client wrapped in something?
I don't want to mess with wxwidgets and pyqt.

I have not seen these applications, probably there is a built-in headless browser ("engine"), which allows you to make an interface in HTML & CSS & JS.
Look for one for Python, there must be some.
