Conditional formatting is configured:
Own formula: "=$L4=100%" - saying that if the value in the cell is 100%, then the color of the entire selected row is painted in a certain color.
But the essence of the problem is as follows:
Is it possible to finish the formula to such conditions:

In column A, instead of choosing, put the formula: =IF(L4=0, "Not started", IF(L4=100%, "Completed", "In progress")), conditional formatting is configured separately.
