The main goal of a business plan for an IT startup is to get the project team to agree on goals, strategy and tactics . Even if it will not be presented to potential investors, it is important for your team to understand the processes. When creating a business plan, aim to answer the questions: what, how, when, where, and who.
That's all that should be in the plan: a brief overview, problem / opportunity, competitive and non-competitive advantages, competition, business model, forecast, team, status and key points of development . Try to visualize information, you can use from Excel tables and charts to simple tools like ganttpro, there are a lot of them on the net. In other words - describe in the business plan everything that you will describe in the pitch of the presentation, speaking to investors.
But when speaking to investors, focus on the summary of the project . Here is a fairly comprehensive article on how best to prepare a project presentation, though in English.
Good luck with your business plan!

If you mean the business plan as a single comprehensive description of the vision of the product with the economy, then it is better to start with artifacts that will gradually gather into a single document. For example with elevator pitch, stakeholder mapping, business model canvas, pragmatic user profiles, storymapping, futuring, and so on and so forth.

Oh well, first decide on the final product. Why write a business plan? In order for the state to give money for development or to finance a product from Microsoft to a company?
If the latter, then there is no need for a business plan. They have a website where you write everything in detail for your product.
