How to work with Vue cli 3 now?

Good afternoon. I am learning vue. It turned out that the lessons are old and instead of vue cli 2 there has been vue cli 3 for a long time. How to use it normally?? Why can't you specify during installation that it be with webpack? Is he not needed now? found it . It talks about webpack in vue cli 3. It says to put the script in vue.config.js . But it is not in the project folder after initialization. You can create it, I haven’t tested it yet, but why complicate the work so much? Or am I missing something? I'm new to frameworks, and please don't throw stones at me. Experienced front-end developers, how do you build your workflow with Vue ? That is, what are you doing with webpack and so on. Help to understand this point and I think that it will be very useful for other beginners too.
