How to work with Telegram bot webhooks in powershell?

Good day,
I made a small bot for Telegmam on powershell, but now it just does getUpdate in a constant cycle and tries to get data from the chat, which is not very beautiful.
Telegram has Webhooks that themselves can send data when it arrives.
Help who can use the reference code for interacting with Telegram not through these webhooks so as not to load the machine with a constant while.
I'm thinking of running on IIS with PHP where I will wait for messages, pull the necessary functions and return the result
