How to work with SQL Compact Edition in C#(Mono) on Debian?

1) How does it work, communicates with each other, as I understand it, you need to throw some dll into the project folder?
2) There is no Visual Studio, how in this case to connect dlls to the application and use them?
PS: On msdn just step by step instructions, no big picture with explanation.
