How to work with offline python maps?

Good day to all!
The essence of the matter is this, I am making my own program for working with offline maps.
In the program, you can put labels to mark important places for yourself.
How can you import a map into Python?
And what libraries to use for this, since I just started this project and there are such conventions that I can’t solve. I looked at the OSMNX library, but I can’t import it into the project, and I didn’t find much “good documentation” on this library.
