How to work with clients in WooCommerce?

Good afternoon. Tell me, please:
There is a need to create orders from the admin panel in WC. And everything is fine, but I do not see the possibility of working with clients.
When creating a new order, there is a client choice, but there is no "add a new client" poke.

There is a "clients" section, where everything seems to be fine, everything you need is there, except ... "add a new client" poke.

Where to dig?

WooCommerce picks up customers from WP users, isn't it easier to add a user to WP and then email them to whom you are placing an order?
Display the add user button inside the order creation and you're done.
