How to work with a large array of geopoints?

There are many boundaries of rural settlements in geocoordinates for Yandex.Maps:

I came up with the idea to overtake the coordinates in SVG format, and edit there, then convert back

Try the OpenStreetMap editor, there you can import/export geocoordinates to vector data. Whether it will give points in this format, I'm not sure.
