How to work on your project remotely (through a browser)?

Hello!
I work in an office by profession not related to IT and in my free time I study web programming (I train on entry-level pet projects in php-yii2 and java), it happens that I have free time at work, but at this time I can only do something to read or pick up elementary things in online interpreters / ide, but I would like to write and debug my project, but the evil uncle admin does not allow installing and running third-party programs. Is there any way to cut my project if I only have Windows, a browser and a notepad at my disposal? Maybe there is some kind of remote slave table through the browser? Sorry if this is a lame question, nothing really sensible comes to mind.
