I want to withdraw funds from upwork for an online purchase (e.g. ebay or ali). How it is better to carry out in Ukraine?

1) Payoneer -> withdraw, deposit to a Ukrainian bank card, link to PayPal -> payment on Ebay.
2) Find out the details for your account in the SWIFT bank -> Wire transfer -> link to PayPal -> payment on Ebay.
The second option is more dangerous (visible tax) and the upwork commission is higher, but it can be beneficial due to the dollar market rate, and not undervalued like Payoneer.
You can generally pay directly with a Payoneer card, without PayPal, but this is a risk.

If you have a Ukrainian paypal account, money acceptance does not work there. You can only spend through a tied kata. I mean, honestly, not at all.
