How to withdraw cash from Payoneer with the least loss?

There is a Payoneer card (not from a partner site, but ordered directly from the Payoneer website). The ultimate goal is cash rubles of the Russian Federation.
Share your personal experience, in the ATMs of which bank in the territory of the Russian Federation there is less commission and more amount per transaction? I tend to withdraw cash USD, which I will then exchange for cash RUR - this way there should be less loss than immediately withdrawing in rubles (MasterCard charges a conversion fee).

You go to an ATM that gives out dollars, you withdraw dollars and then you go to change in the exchanger.

Open a revolut.com card and replenish it with payoneer, there are no commissions at all
