How to weed out false orders?

Hello!
There is a problem of the following nature:
Anonymous ill-wishers leave false orders in a shoe store. IP addresses are different, browsers, OS also change. As a result, the cost of advertising in FB grows.
I see the following solution: connect the Conversion API for the Purchase event and pass it after checking the order and changing its status in the admin panel, and remove the Purchase pixel event from the thank you page. Will this method help weed out false orders for FB?
Who faced a similar problem? I ask for advice.
