How to weed out devDependencies packages from dependencies packages?

There is an old project and there most of the packages are in dependencies.

The task was to transfer development packages to devDependencies.
How to determine that such and such a package is for development?
So far, I see only a way to search Google one by one for unfamiliar packages (loaders, beybels and lints, and so it’s clear that it depends on the development) and search in the dock where to put them and what they are about.
